Jim, It is OK to have insulation cover NM cables. They are rated for contact with structural members and are often stapled directly to, and pass through holes bored in wood structural members. When operated within their rating, and protected by the correctly sized circuit breaker or fuse they should not get warm enough to initiate combustion.
