Painting Kitchen Cabinets

I'd like to paint my kitchen cabinets. They are wood with
a dark stain/varnish on them. Do I need to sand them
down, put on a primer, then paint? or will cleaning them
up with TSP, then a primer, then paint be enough? Thanks
