mold and mildew

I have a promblem with the humidity in the summer
and it sure does draw alot of moisture up through
my floors. I also have poor ventaltion. We have
built a basement with the intentions on biulding
a house on top. 2 years later we still havent
got the house built on top. Right know we are
living in a basement home.Are concrete floor only
gets wet when the humidity is high. I would really
like some info. Every one that i talked to has
pretty much said tough.
