There is a component called a blower relay in blower units. These have contacts that may weld together preventing the relay from disconnecting power to the blower. A relay can also mechanically become caught on something nearby to prevent opening. This needs to be looked at and repaired by someone skilled at working with air conditioning and the electrical components in them.
