It is probably because if there is any dust or fragments left over (stuck between grains on the raw wood) that they might rust and leave red spots from the iron oxide. You can use 600 grit wet/dry sandpaper (one or two quick swipes) or a fine sanding screen between coats. Then use a tack cloth to remove dust (or blow with high pressure air, working from one end to the other.
