acoustic concrete floors

Dear Folks at Bob Vila.....My problem is that I am trying to find a primer/surface hardener for an acoustic cement floor. I'm using a Robbins glue down flooring over an acoustic cement (cement/gypsum)product that was poured in the 70's, but I have to find something to stablize and harden the existing floor, so that the glue will adhere. Please let me know, you are my last hope. Thanks Joni Spires
