wallpaper removal

Help Me Please!!! I have attempted to remove my bathroom wallpaper- I used a scoring tool and a chemical remover. The paper actually came apart- meaning the colored part came off but the actual brown paper stayed!!! I don't know what to do, I tried reapplying the remover but it just served to wet and damage the drywall below. Can I prime over the paper that is left then paint or should I try to sand it off? Any suggestions would help! Thanks!
