Hi Willie Don't be confused......you've hit the nail right on the head and seem to have an excellent grasp of what your problem is and how to fix it! (smile)
3 years ago I had a similar problem following heavy rains. The internal French drain and sump with weep holes in the bottom of the cinder blocks absolutely did the trick. I put a ton of money and time into finishing what is now a beautiful and fully livable basement, that has not had a single drop of external water invade its space!
You say the trench that 'they' install around the inside perimeter of your basement......why not 'you'? This ain't rocket science....just get a good jack hammer (I like the Hitachi electric 110V model you can rent) and go after it. It is a lot of work, but the results will be worth it!
