Most small electrical repairs from wiring a lamp to installing an outlet can be performed by a novice, with a book. Be sure to turn off the power at the breaker box before unscrewing any fixtures. As far as where I would draw the line, I would not upgrade my service. Or change the breaker panel. Not that I wouldn't change a single breaker, but removing the panel is worth hiring a contractor.
