You mentioned that you have called city agencies with no response, first check with the building department and with the health department, see what their plans are for expansion of the city sewer system. If they are going to force everyone to connect, then you are out of luck. Ask your real estate agent for help, Find out what the city charges for sewer hookups and deduct that from your offer on the house.
