I'm not an expert, but I think it should come on sooner than 15 seconds. You should have your furnace cleaned and inspected every year. your electrodes might be dirty and not properly presenting a spark. Oil furnaces like this can rapidly build up excess, unburned fuel and also create soot which makes the problem worse and can clog and prematurely age your heat exchanger. Many people repeatedly hit the "reset" button if their unit keeps cutting out and this can also keep making the problem worse. Some homeowners may be qualified to do their own cleaning and inspecting but the vast majority aren't and should schedule checkups every year as preventative maintenance and for safety.
