I just got confirmation from a guy at a cement company that standard reinforce concrete is sufficient for this. And it only needs to be 4" thick.
(The "hurricane shelter" is just a made up word of mine. I just need a place to chase 50 pet finches in our aviary when hurricanes threaten down here.)
