New flooring over old

We are looking at laying down vinyl tiles in our kitchen.

Currently there are 3 layers of vinyl on the floor. Can
we spread a levelling compound over the existing
flooring, and then lay the new sticky tiles down?

Or do we need to pull up all the layers and lay a new
sub-floor?

If we go the sub-floor route, can we use pro-board
instead of plywood?
