How to seam and stretch carpet

I bought carpet for my bedroom and we want to lay it ourselves. We have layed carpet before with good success. This time we need to seam it about twelve inches from the end. Do we stretch it first or seam it first. I am a little unsure on how to seam it. I know that you use tape but I am unfamiliar as to how you do it. Can anyone help us?
