Once the paper is off, use warm water to remove the remaining paste. Wash the walls several times.

Sounds like a steamer is the only way you'll be able to remove the other wallpaper.

For future reference should you decide ro hang wallpaper: Prime the walls with shieldz. Its a primer and sizing all in one. Makes stripping the paper easy.
