Cold in this instance means cold enough to bring the window surface below the dew point. This can occur anywhere. If the humidity in the home is very high because air can not be exchanged to dry it, then you need to crack some windows open or install a mechanical air exchange system to bring the moisture up or install windows that result in a higher surface temperature to prevent moisture from forming.
