I may be wrong, but someone once told me that this black linoleum backer paper was thick with asbestos. I would take care to keep the dust down, not breath it in, keep it from spreading throughout your house and dispose of it is sealed bags. Usually, I just take it off with the drum sander that I sand the wood floor with, using the real rough grit paper; the one that looks like it has little pebbles stuck to it b/c it is so rough - just so long as the drum sander has a good dust bag and you wear a respirator. I'm assuming that you are sanding the floor to refinish it. I wet it a little, just before sanding, to keep the dust to a minimum. No pools of water to soak in as this can turn the oak black sometimes...
