pressure treated plywood about 3/4 inch thick attached to the concrete with Special Projects Liquid Nails and shot in with a 22 nail gun into the cement. This will work and if water gets there, it will not rot.
YOu migh even use nailing boards or cleats to keep the ply off the concrete and to breathe.
