The draft over the fire must be steady as the heating appliance manufacturer specifies. If used on an oil burner, the power vent will make a negative draft that may be more than required, so a draft damper may be required. If used on a gas burner with a draft hood, the draft hood will break the draft above the fire, so a draft damper may not be necessary.
In either case, measure the draft above the fire to be sure it is proper.
