in my opinion because it gums up the sand paper soo quickly.
I would treat or tackle the job with solvents first then when that is done, do the sanding if need be.
There are all sorts of solvents to do this job and I am afraid that I do not know of one of the names, but in any floor speciality store you can find one to work for you. Go to a store that has professional assistance
