you consult a contractor that specializes in removing home smells. There are contractors or business's that specialize in removing smoke odors from houses that partially burned. So, the water and old smell surely can be cured too.
Check around and even talk with the local fire department for referrals if any.
This can be fixed, but I feel that it is beyond your fix because of no windows and proper sunlight.
