how about letting some strong bleach stand in the bowl for a couple of days? Once you break this away, then maintain it on a daily or weekly basis you should be ok.
I have seen some bowls so stained that they actually had to replace the bowl. Sometimes if the bowl is old, the finish wears off and it looses its sealed finish and the stains become easily to attach.
