Why don't you lay off the kid. He is doing what he is supposed to do. Quite honestly, I lived in a fraternity house and we didn't have the cash or the know how to properly do things in the house and it ended up costing more than we could afford. Also - the biggest priority is safety. Maybe you think that he doesn't deserve the help but I don't think that he deserves to be treated like this. The question was a valid one....I hope you don't ask a question people don't like!
