second question first...yes sounds like your was seal needs replacing. on the toilet....
I dont quite understand what you are planning to do or not do to the kitchen sink cabinet....all cabinets need to be fastened to the wall in general..so I dont quite get your problem or desired approach..please give us more details on the problem...dont see what the baseboard has to do with not attaching this cabinet...LJ
