This popcorn removal needs the entire room tarped, then the stuff comes off easier when its soaked with water. then purchase a long handled tile scraper at a home center and then scrape it off. Be careful not to gouge the drywall or you have other issues from that.
Then clean it off, then repair any divots, then prime it, then paint it.
