I find adding a little fabric softener to the water helps to remove the wallpaper backing/glue. Gently wiping down the wallpaper with the mixture before pulling it off also seems to help leave less of the backing/glue stuck to the wall. This means less scraping ;-) For some of the tougher spots, gently wetting it down, letting it soak in a few minutes, then wetting again (all over the course of, oh, 5-10 minutes) helped with. Don't oversoak, of course, or the plaster board/drywall will let go of the outer layer. This means more spackling later ;-( -- Mark
