closing in under a deck

I had not thought about FEMA,but will check (GOOD IDEA),you are right about the pilings,the house is in Kittyhawk landing in NC., where a lot of houses are put on pilings because of all the coastal storms creating flooding.The rest of the area under the house is actually "closed in" 35 by 20 ft.,& used as a "garage".I need the name of whoever makes a material to cover the deck, I have already sloped (2 inch drop)& have 3/4 plywood for the base & will probly remove every other deck board to eliminate some wieght.
Thanks for the info & sugestions will appreciate any more
