floor under carpet ?

The floor under the carpet is either partical board or plywood. It looks more like partical board. Here was another surprise! My dog had in the past urinated at the corner of the bathroom door and when I pulled up this area of the flooring is it all crumbly. I just about want to shoot the dog all did is yell. Is there a putty I can put down to fix this area?
