If it appears that all the exterior paint should be removed because of its failer condition, then a method of removal that will produce the least amount of dust is the most practical from the health standpoint as well as the legal. Were the neighbors to have their kids blood tested for lead while your project was underway....lookout! One of the best alternatives is chemical removal. Check the WEB or OLD HOUSE JOURNAL or your local Sherwin-Williams store. They usually have a tech-rep who can advise you. I have done just that, as I am about to tackle a similar project.
