I know that paint can be made to bond to vinyl, but I also know that it can lead to some real problems. I have turned up, in previous research, that you should never paint vinyl with a color any darker than you already have. Which limits you to White paint.
Again, I'm with Jason on this, your better off replacing it. If you want siding that you can paint, look into aluminum.
