i run into this same thing in an old section of houston. while rehabing a 3 story & pouring insulation into wall cavitys from the inside, discovered no sill plates. it was framed up on beams w/ ballon framing, after talking to the permits dept, found out it was normal here in the early 1900. the house was rock solid. studs were toe nailed to beams.
