Assuming that they're in good shape, i.e. not rusted out, then wash and thoruougly dry them, sand with fine sandpaper and use an adhesion primer to bond the final coat. I prefer using "Grabber Plus", made by Brunning. From there, I prefer to use an oil based finish. Benjamin Moore's "Satin Impervo works great.
