Rebecca,I am no stranger to water in the basement and I have had water bubbling up through my basement floor after heavey rains,my house was built 50 years ago and I doubt any vapor barrier under conc.,but never soap.there is foam but not soap. Must be broken pipe and lots of rain.Please post back with more info.We can help!
