I generally don't recomend painting over wallpaper, the moisture in the paint can release the paper from the adhesive and cause pealing problems. Also, paints have a difficult time adhering to vinyl papers. If it cant be removed, then start by washing it with a strong cleaner like TSP and be absolutly certain that all detergent residue is removed. When it's dry (overnight dry) apply a coat of "Benjamin Moore's WallGrip #1". Then you can apply any quality paint you wish.
Expect it to chip, so keep some paint for touch up.
