get a 10 x 10 peice of plastic or painters drop cloth in plastic or visquene.
spread it out over the basement floor concrete and leave it there for a day or two.
When you check it and there is condensation under the plastic, then any carpet like burber would be a very waste of money. Nothing will stick if there is condensation on the plastic or concrete.
Your next step will be to seal it and that does NOT always work.
