Popcorn Ceilings

as Bruce eluded to, if they are, then you can remove them, but it is one big mess. What you do in a nut shell is saturate the ceiling to the extent that the popcorn is soaked, but not too soaked to destroy the drywall. Then with a scraper, start scraping it clean. OH yes, be sure to cover everything and cover the floor, all that stuff comes down wet and its like concrete.
