A 19,000 pound load on a single axle with tandem wheels would be marginal for a standard 3.5 inch thick driveway. It would depend on how solid the base is under the driveway. If the base is clay or loam sand, I would say you will have problems. If the concrete is over a good solid base of gravel, you may be fine. If you are starting from scratch, I would put down a minimun of 6 inches of concrete over a solid base of gravel. 8 inches would even be better.
