I would build a wall frame with pressure treated wood and attach cementious board to the outer wall area. This will give you something to cement the stones to and give the rocks support. Then on the top you can break some stones and make a top shelve.
I think that with the movements of the soils that a stone wall that thin would break sooner or later. Having a frame will give you strenght and support and something to affix the stones to.
