Is it possible that the dog "p" contains salt residue and the salt is absorbing moisture? I think painting is a possibility, but I would first clean the areas with mineral spirits. But Only if you can do it while the area is well ventilated!! There are others that visit this board that are more familiar with paints than I am. I will post above for additional help. Good Luck!
