the only reason I would paint over paper is if the wall wasn't sized or sealed before it waspapered (sorry Jason) particularly papered over wallboard, Getting that paper off is impossible. So I've put a coat of oil based sealer over the paper and two coats of latex of your choice. If you have sealed walls or plastered , strip them down by all means.
