find a bare concrete floor area and spread a plastic tarp over that area. Leave it there for about two days, then remove and if the underside of the tarp is damp or the floor is damp, for get the paint.

My opinion only, painted concrete is a big mistake. It just will not stick and perform like I am sure you are wishing.
