Hi again Yep, that sounds like the problem. Yes, you'll have to take them off, clean them up and reinstall. Care should be taken when removing them. Hopefully, they were not glued to the window stops with silicone.....as they won't come off. Most likely, they were installed and that (or a subsequent) owner painted the entire exterior wood window casing, jam and all parts of the exposed metal storms....cute....real cute. If there are screws holding the metal frame to the stops, take them out and then carefully pry around the inside with a stiff blade putty knife to tull the frame off. Hopefully it will come off in tact.
Your original windows are called single-hung (top doesn't move) Hope this helps Bruce M
