I did it using 2 inch patio blocks, a 4 foot level, a torpedeo level, and a 2 x 4. I started by placing my first block and leveling it up, then continued by placing each block ( say to the left) and leveling it off of the last one. I also made sure it was level to the center of the pool, this way I could be sure it was level across the pool from block to block. It is a long process but the most important so do it right.
