Air pockets when running water

Every so often, especially when power goes out, we will get water pockets in our lines and when we turn on any of the fixtures (sink, shower, toilet), we will get air pockets going thru them. We had a plumber who cleaned something in our water pump and it fixed it mostly, but yesterday I changed the plugs in the toilets and it started again. I read something about air chambers and am a novice at this. Would that also work for my problem, or do i have some other problem?
