Condo apartment air conditioning?

My mother has a condo apartment.

The condo has a electrical heating system.

The condo property owners will not allow window air conditiong units, and she has tried portable air conditioning units without success.

Is it possible to install professional central air conditioning in her condo even though there are no air ducts in the condo?
