Like you had or have a bad check valve at the outlet of your well pump. When the power goes out, and you turn on a faucet, the water runs backwards to the pump and lets air into your system. You probably have a system without a holding tank, that has a separate pressure regulation valve, which is a good system. What do you mean by "changing the plugs" in your toilets?
