Tom, how the sub-panel is grounded depends on whether
the garage is detached (i.e. considered a separate
building) or not. The previously described method applies
to an attached garage. If it is detached, no ground
connection from the main is made; the building will
need to have it's own grounding electrode system,
including ground rod, established. In other words,
it's treated very similar to the main service entrance
equipment.
