This natural water flow thing must also be a regional thing too. Of course our neighborhoods are flat and there is in most cases no down or up hills.
I had something like this a while back and I had no recourse even after persueing the events. So, again, the region thing, made my answer wrong in Bill's case. I appologize for that.
