PLASTERING WALL CEILING

I have an original wall ceiling; some of the paint and very thin plaster are chipping in various spots. I would like to chip, plaster and paint the ceiling. How do I go about undertaking such a project? I heard that I would have to "SHALOCK" the ceiling to prevent it from chipping futher...what is "shalocking? What kind of plaster should I use?
