Rick, depending on "how long it has sit and soaked" sometimes industrial bleach will work..Lay down cat litter and then make a small boom to outline the litter then pour bleach inside that area, the litter will soak it up and therefore keep it in place for a while and act as an absorbant. Then too TSP sometimes workes. Then Muratic acid WILL work, but the side effects the oil stain will be sooo clean that the surrounding area will be so dirty. Sometimes I have had luck with Naval Jelly. Its for rust stains on concrete, but it will assist with oil.
Then too mineral spirits will also work.
Be careful and not mix all these together when experimenting.
